Action: Sets FLOS border, paper and cursor colours and updates the pen colour list

Input registers: HL = location of the colour palette list (18 RGB words)

$04 - Cursor
$06 - 15 pen colours starting with pen 1

Output registers: Input registers are trashed.

Notes:

Changes persist until FLOS restarts (whereas any changes made with the FLOS command "COLOUR" are permanent until reset)
